Keynote Address 4:The New State of Play in the Energy Sector
The keynote address of Mr. Thodoris Skylakakis, Minister of Environment and Energy on the topic of energy transition highlighted the multifaceted challenges and opportunities facing Greece and the European Union. A central point of the address was the energy trilemma. Mr. Skylakakis stressed the urgency of accelerating the transition to cleaner energy sources, emphasizing the economic and environmental imperatives. He also noted the need for more increased energy efficiency, sector-specific strategies, and a focus on robust electricity grids to enhance energy security. Furthermore, he discussed reforms in forest biomass management, which could revolutionize the forestry sector and generate carbon credits. Finally, he also underscored the importance of adapting quickly to a rapidly evolving energy landscape.
Theodoros Skylakakis
Minister of Environment and Energy, Hellenic Republic
In her address while presenting the HAEE Annual Award to Mr. Panagiotis Grammelis, Her Excellency, the French Ambassador to the Hellenic Republic, Ms. Laurence Auer, emphasized the critical importance of the energy transition in the European context. She acknowledged that the energy sector is at the intersection of strategic changes and discussed the European Union’s environmental objectives, such as the EU’s Resilience Plan and the Fit-for-55 Scheme. Ms. Auer highlighted the vast opportunities the energy sector offers, not only for industry but also for the society at large. She stressed the need for public-private collaboration, noted the significance of Greece’s role in the Oriental Mediterranean region, and expressed her commitment to fostering strong cooperation between France and Greece in this transformative sector.
Keynote Speaker: Laurence Auer
French Ambassador to the Hellenic Republic
In his acceptance speech for the HAEE Annual Award, Mr. Panagiotis Grammelis, Director of Research, Chemical Process and Energy Resources Institute, Centre for Research and Technology Hellas, expressed his deep gratitude for receiving the HAEE Annual Award, emphasizing his commitment to contributing to the energy transition and research in Greece. He highlighted the significance of academic and research institutions as driving forces for regional development. Mr. Grammelis cited his major achievement as the development of the Hydrogen Innovation Hub, a €20 million project aiming to demonstrate the entire hydrogen value chain and foster research and education in the field. He stressed the importance of addressing social and economic issues while transitioning to cleaner energy sources and recognized the past role of fossil fuels in regional development.

Plenary 7: “Renewable Energy Infrastructure And Market Development”
On the RENEWABLE ENERGY INFRASTRUCTURE AND MARKET DEVELOPMENT, as concerns the current RES market update, there is a small deficit of 20 Million Euros in RES accounts, which is well corrected by a small increase of the income of the emissions account. the NECP target for RES is technically feasible with a number of challenges. Unforeseen curtailment of RES generation can be mitigated with energy storage, which has to be enforced with a proper legal framework. There is a need to incorporate batteries behind the meter. Rotating inertia and grid congestion due to increased RES power could be solved by power electronics.

Plenary 8: “Redefining The Energy Landscape Towards A Net Zero Era”
On the REDEFINING THE ENERGY LANDSCAPE TOWARDS A NET ZERO ERA, the issue of energy trilemma has been emerged. The necessity of long-term clean-tech investments is underlined. The growth and competitiveness agenda for EU has been analyzed, as long as energy efficiency measures. The energy diversification is underway, minimizing Russian dependence. Additional money plus policies are needed to advocate more the penetration of renewables. The critical minerals will play a crucial role towards decarbonization. Water scarcity should be considered soon, and the water sector will adapt with the most efficient tools and measures.

Plenary 9: “Hydrocarbon Energy Transition Pathways”
On the HYDROCARBON ENERGY TRANSITION PATHWAYS, NG is considered as environmentally friendly, as it replaces lignite production, and it will create an energy hub in the region. Natural gas is the answer to the energy trilemma, especially in Southeastern Europe. NG will play a significant role in hard-to-abate sectors. To transport hydrogen, there is an investigation related to the resilience of existing NG pipelines. It is necessary to overcome geopolitical issues to develop hydrocarbon industry in the area. Offshore gas development requires a lot of upfront capital and long timeline; thus, the investors are looking for a stable understandable fiscal regime.

Plenary 10: “Recent gas developments in the mediterranean basin”
On the RECENT GAS DEVELOPMENTS IN THE MEDITERRANEAN BASIN, powered by the GLOBAL GAS CENTRE, maria rita galli, CEO DESFA SA – Hellenic Gas Transmission System Operator: “There is no single solution to fit all towards the net-zero era. In the short-term, we need to adapt, accelerating investments and deploying capital in transit infrastructure, without declining the LNG opportunity by over-ambition. In the long-term, we need to import and produce green H2, unlock heavy-duty transportation, utilize small-scale LNG and deploy crucial CCUs technologies. The future will be multi-fueled”.

Plenary 12: “Carbon-free Future: Hydrogen And Renewable Gases”
On the FROM LOCAL TO GLOBAL: GREEK RES AND EUROPE’S ENERGY SECURITY, there is an increased interest from French companies to invest in Greece, an urgency to decarbonize fast the Greek islands. During the last 4 years, there is a strong appetite from funds and investors in RES, hydrogen, and smart technologies. There is a need to educate the Market for the inclusion of more advanced structures of PPAs (PPAs with hydrogen units, PPAs with the Public sector, PPAs with battery storage, etc.). Interconnections with third countries to absorb RES power are crucial.
